5 containers are marked departed with zero gate scans on record — never physically scanned into the port at all. All 5 were filed by the same agent, AGENT-07. 8 more "departed" containers also look suspicious — their gate scan happened several hours after the manifest cutoff — but a scan did happen, just delayed by normal processing backlog.
