The Ghost Contractor Payroll

CTR-014's contract ended February 28th with no extension on file, but invoices for "hours worked" continued monthly through October — 8 months of payments to someone whose contract had ended. Every one of those invoices was approved by a manager who themselves departed the company on March 1st. 6 other contractors also have invoices past their original end date, but each has a documented extension on file.
