The Missing Delivery Confirmation

22 shipments show shipping_status='delivered' but have no delivery_confirmed_at timestamp. A message queue backlog caused the delivery confirmation webhook to be dropped for a batch processed on Feb 15, 2024. Without the confirmation, we can't prove delivery and customers could successfully dispute the charge. Shipments that are still out_for_delivery with NULL confirmation are expected — those are fine.
