Proctor PROC-06 personally logged 9 post-exam "scanning error correction" score changes, every one bumping a raw score of 66-69 up to exactly 70 or 71 — just over the 70-point passing threshold — and self-approved all 9 himself. No other proctor comes close. PROC-11 also has a batch of score changes, but it's a 15-student blanket +2 regrade for an invalidated exam question, applied to everyone in that session (6 already passing, 9 failing alike), logged by the academic office, not the proctor — not selective, not a conflict of interest.
