The Return Fraud Ring Hiding in Plain Sight

Five customer accounts all have unusually high return rates. So does CUST-0042, but that one's legitimate — every return has scanned tracking and a wrong_size reason. The other five share the exact same payment card and device ID across "different" accounts, and every single one of their returns has tracking_scanned = false: they never shipped anything back.
